Buying into a beachside resort raises an obvious question: do you actually own it? At Seashells Jurien Bay, the answer is yes. Every residence is freehold. This guide explains what you own, the three villa types, what they cost, and how the purchase works.
Do you own the property outright? Is it freehold?
Yes. Every residence at Seashells Jurien Bay is freehold survey strata. You receive an indefeasible title to your individual lot, registered at Landgate, on freehold tenure. There is no leasehold component and no ground rent.
What villa types are available, and what do they cost?
Seashells Jurien Bay comprises 108 freehold residences: 81 professionally managed short stay keys and 27 unrestricted four bedroom villas, a 3:1 ratio. The short stay keys are made up of 61 three bedroom villas, 16 two bedroom villas and 4 one bedroom apartments.

Can you live there permanently?
Only in a four bedroom unrestricted villa. Those 27 villas carry no occupancy limits: use one as a permanent home, a holiday house, or a short stay rental on any platform. The two and three bedroom tourism villas are approved for short stay use only, with capped owner occupation.
For the three bedroom tourist villas, the cap is a maximum of three months’ occupation per person in any 12 month period. Owners can still block out time for personal use within those limits, so a family holiday in your own villa is straightforward.
Do you have to put your villa in the rental pool?
No. Joining the managed letting scheme is voluntary for both the two bedroom and three bedroom tourism villas. It costs nothing to join, owners can leave on 90 days’ written notice, and can rejoin later. The four bedroom villas sit outside any pooled arrangement entirely.
The pool exists because it works: professional management by the Seashells hospitality group, resort wide marketing, and monthly owner statements. But it is a choice, not a condition of purchase.
How does the purchase actually work?
Each purchase has two parts. A Contract for Sale covers the land, with title transferring to you on registration. A separate Development Services Agreement covers construction of your villa, paid in five fixed milestone instalments (10%, 15%, 15%, 35%, 25%) as the build progresses.
One practical advantage comes out of that structure: the construction price is fully fixed. No rise and fall clause, no provisional sums, no escalation for labour or material costs. The delivery fee includes the builder’s margin (7.5%) and project management.
How is it being built, and when does it finish?
All villas use modular construction: built off site as near complete units, transported in and finished on location. Site works began in October 2025, display home viewings begin from September 2026, and the resort opens in stages between Q2 and Q4 2027.
Every contract carries a latest completion date of 24 months from signing. Construction quality is backed by a 12 month defects liability period and a 25 year structural warranty.
What do owners get beyond the villa?
Around $7 million of shared resort amenities, roughly 100 metres from the beach: adult and kids’ pool zones, The Bay Spa with sauna, a multi sport court, playground, BBQ shelters, landscaped grounds, and the fully licensed Bay View cafe and restaurant.
Jurien Bay itself is a two hour drive north of Perth on the Turquoise Coast, with the marine park, wild sea lions and the Pinnacles on the doorstep, and year round tourism demand.
Common questions, quick answers
- Can foreign buyers purchase?
- There are no blanket restrictions, though foreign investors may need Foreign Investment Review Board (FIRB) approval. Check your position before signing.
- Can you sell before completion?
- Yes, via the novation clause, with the developer’s written consent (not to be unreasonably withheld).
- Is the cafe open to the public?
- Yes, Bay View is expected to be a fully licensed public venue. The resort pools and recreation areas are primarily for owners and guests.
- What happens if the development doesn’t proceed?
- The developer has confirmed in writing that all monies are refunded if the project doesn’t go ahead for reasons attributable to the developer.
